What Conflicts of Interest Does

The Declaration of Interests feature provides a formal electronic record of any conflicts of interest declared by jury panel members before a hearing. Before deliberating on a hearing request, each panel member can declare whether they have any personal or professional connection to any of the parties that might affect their impartiality. These declarations are logged and associated with the specific hearing, creating a permanent record for the file.

Enabling the Feature

Enable Declaration of Interests by editing your event and selecting Declaration of Interests in Event Settings. Once enabled, a Conflicts link appears in the Event Panel under both Jury Operations and Race Operations. Officials access the list from there and can view all declarations made for the event.

Making a Declaration

Before a hearing begins, each panel member who has a potential conflict opens the relevant hearing in the system and submits their declaration. They describe the nature of the connection — personal acquaintance, prior professional relationship, club membership, or any other relevant factor — and indicate whether they believe they can still serve impartially or whether they are recusing themselves. The Chief Judge reviews declarations and makes the final determination on panel composition for each hearing.
