We have now implemented a specific form to support arbitration.  The Hearing Decision panel provides a tab to record the arbitration details, including whether arbitration is appropriate, and the details of what was agreed upon by the parties.  The arbitration panel provides input to the hearing decision form so the results are properly displayed on the final decision.  The competitors are of course notified via email/sms etc., just as they would be for any other decision.  The scorer is also provided the arbitration decision on the scoring panel (as part of hearing decisions).  You can begin to use the Arbitration panel by selecting it as one of the settings when you create or edit an event.  Note, we have implemented this and other features as a benefit to the Patrons of RacingRulesOfSailing.org.  If you wish to use them, you should become a Patron.  Thanks to Claudio Uras (ITA) for brain storming this feature.

Thanks for this Claudio and Paul.
We've been using it this week and I'm sorry to say it still needs some improvements.
1) Decisions: Because there is no hearing, there is no reason to use the Hearing tab of the decision. But if we fill only the Arbitration tab, no decision appear anywhere (hearing decisions jury page, hearing decisions public page, scoring panel). The only way to have the decision appear is to copy the arbitration result into the hearing decision.
2) Publish full decision: People have to be aware not to publish the full decision with arbitration, as it will be empty
3) Scheduling: I'm guessing your option was to schedule the arbitration with an "Pending arbitration" state, then if arbitration fails, switch to "Pending hearing" and schedule a new time? Needs quite some office work
4) Arbitrator name: it always go back to the person who edits the decision, even if it has previously been changed.

At some point we see sentences appear in the Procedural matters box of the Hearing tab, but I have not found the logic in it yet. Could you shed some light on it?

How about simple code logic for calling the decision.

Decision = If( IsNull([Hearing Decision]), [Arbitration Decision], [Hearing Decision])

(If the hearing is blank, then use the arbitration decision as the decision.  Otherwise use the hearing decision.)

Alternatively, put a button in the arbitration decision area, which copies the arbitration decision text to the hearing decision.

Lastly, I have two slightly better 'Suggested Wordings' to use.

 | Appendix T | Arbitration per Appendix T - [BOAT] acknowledges breaking a rule of Part 2 and [accepts a Scoring Penalty] [retires].
 | Appendix T | Arbitration per Appendix T - [BOAT B] agrees to allow and [BOAT A] agrees to withdraw the request.

For manual workaround, I have these both as Arbitration and Decision wordings.  After using them in Arbitration, I populate the Hearing decision with the same (actually cut and paste). 

Thus when I publish, the correct wording comes up in the summary.

Since it looks like the 'Arbitration Tab' is meant to be used at the arbitration, I think it could help to include some guidelines for arbitrators.

Also, at the point where a boat either accepts a scoring penalty/withdraws, there could be a means for the boats (present at the time) to 'sign' or click a button acknowledging the result.
