What is the correct procedure for the RC when they are the only witness to a starting competitor's boat that hit the Signal Boat? If the competitor does not take a 360º-turn, RRS 44, is it required to score the competitor NSC without a hearing? (see case 128) or may the RC protest her for breaking RRS 31?
 
The RC was on the Signal Boat, and the Signal Boat was part of the Starting Line.
