Case 104 states "A national authority may derive additional facts by logical deduction". Logical deduction begins with one or more accepted facts or premises and uses them to derive a new conclusion.
Do I understand correctly that a National Authority hearing an appeal can add facts to the facts found by the PC through logical deduction?
If the answer is yes, would the same apply to a Yacht Racing Association (YRA) Appeals Committee?
I thought that if an appeals committee required additional facts, the appeal would be sent back to the PC with instructions to find additional facts.
