I'm reminded of a business cartoon. The picture is a conference room. On one side of the table is management. On the other is the team from the consulting firm. Behind them are easels of graphs, lists with bullet points and diagrams with lots of arrows. There are looks of consternation and confusion on the consultants' faces. The caption reads, "Implement? You want us to implement?"

Answer 6. RRS 69 would apply in this situation only if the boat broke RRS 69.
