Is there a rule in RSS against using some type of radio communication between the bowman and the afterguard?

No racing or equipment rules against unless there's a class rule, or some prohibition in the NOR or SI's. It's not outside assistance unless you're spying on another boat's frequency 😄😄

It may be against a class rule but not RRS.  One boat I was on came with a wireless intercom for just that reason.

Agree.   Some distance races have the following language:
 Other than as described in these instructions, a boat shall neither make nor receive wireless communications not simultaneously available free of charge to all boats. 

That is prevent boats from using paid for updated weather and wind forecasts during the race.  Any boat could use the type of communication you reference for free.

Thanks everyone, that's what I thought. I looked and didn't see anything but I wanted a second opinion. There is an urban legend that this is prohibited, kind of like the urban legend that RSS prohibits adjusting rig tune while racing.

Careful about the rig tune "myth". Not so mythical.  Check the rules on adjusting shroud tension. Between races is a different matter, but the operative words are "while racing".

Tim I don't believe there is a prohibition in RRS on rig tune though. There may be prohibitions other places, which was my point.

Adjustments to the rig are usually limited by Class Rules.  For instance, here are the J105 CR's on the topic.  As you can see, some adjustments depend upon the distance of the race.

7.4 The headstay length shall not be changed after the boat leaves its dock or mooring until the completion of 
all racing started that same day

7.9 While racing, the standing rigging (other than the back stay) shall not be adjusted. The location of the 
mast butt and the location of the mast at the partners shall not be adjusted after the boat leaves its dock or 
mooring until completion of all racing started that same day. This rule shall not apply to any race with a 
scheduled length of 25 nautical miles or more.

C.8.4 STANDING RIGGING 
(a) The shrouds may not be adjusted in anyway while racing. 
(b) The forestay shall not be adjusted whilst racing 
(c) The forestay shall not be adjusted during a regatta, which is defined as a series of races held 
over six or fewer consecutive days including any lay day.
