  3. For ILCA 4 - HUN 8, ILCA 7 - HUN 111111, ILCA 7 - HUN 1, ILCA 7 - HUN 189477, ILCA 4 - HUN 21310 and ILCA 6 - HUN 21155 there were no circumstances to justify decreasing or increasing the penalty.
