From the Technical Committee Technical Interpretation 14.13 Introduction: Some competitors noticed a boat sealing the keel slot closed with the keel in the down position using what appeared to be millionaires’ tape on Sunday and have requested a Technical Interpretation. Part A of the class rules state the principle that the boat cannot be changed from the way it was originally supplied by the builder unless it is specifically allowed in Part B. We remind Viper owners that if you are thinking of changing something to your boat, Look through Part B of the rules. If you cannot see a paragraph allowing the change – it will probably make your boat non-compliant. If you have any questions, the class technical committee is there to help. If the change has any impact on performance or boat handling, it will have to be addressed prior to racing at a class one design event. The Technical Committee has previously issued guidelines on keel and keel box maintenance where the TC outlined 4 key principles which have to be followed. The 2nd principle is that “The keel remains easy to lift up and down” Technical Interpretation 14.13 “ There is no rule in Part B of the Class Rules which allows the gap between the keel and the hull to be sealed. The keel of the Viper 640 and the keel box are designed to allow the keel to be easily hoisted and lowered. The keel should be easy to hoist and lower at all times both in and out of the water.
