While sailing downwind, Boat A observes Boat B, also sailing downwind, using its boat hook to support its jib by "poling it out".  Boat A protests Boat B for a violation of RRS 55.2.  Assuming it is a valid protest, how would the committee rule.  Are there any other rules which might apply.
